Has Malaysia ceded sovereignty to the World Health Organization?
Is the government aware of the changes to the International Health Regulations made under the watch of former health minister Khairy Jamaluddin and MOH DG Dr Noor Hisham Abdullah?
The Ministry of Health International Health Regulations Focal Point Committee under the tenure of former DG Dr Noor Hisham Abdullah, last year sent to the WHO International Health Regulations amendments, that would that would make WHO recommendations binding upon the Malaysian government. The MOH committee sent a recommendation to the WHO IHR stating that the new regulations, including Article 15 and 16, Shall be initiated and completed, without delay by all state parties. Articles 15 and 16 refer to health measures mapped out by the WHO.
This amendment makes WHO recommendations mandatory upon member states, which takes away the latitude of individual countries to make their own decisions upon declared emergencies by the WHO Director General. This in effect takes away the sovereignty of the Malaysian government over health and emergencies declared as such by the WHO.
These changes to International Health Regulations have been made by non-elected bureaucrats, around the preview of both the executive and parliament. In a situation, such as the Covid health emergency, foreign bodies will be able to direct the Malaysian government compulsorily on what actions are taken within Malaysia.
The WHO Director General has the sole authority to declare an emergency. This in effect would take control away from the Malaysian, and is thus a loss of sovereignty in the governance of the nation – a form of neo-colonialism.
It now most important the government quickly review the commitments made by the MOH, under the direction of Dr Noor Hisham, before Malaysia losses sovereignty over parts of its authority to administrate the country. In this case, this would mean the WHO representative to Malaysia, Brunei, and Singapore, Dr Rabi Abeyasinghe.
Former health minister Khairy Jamaluddin was elected the World Health Assembly vice president and must be questioned about his knowledge on the matter, and why he has allowed Malaysian to recommend amendments that weaken Malaysian national sovereignty.
Khairy was the responsible minister, and Dr Noor Hisham was the DG responsible. Both must be called back to explain. The executive must carefully weigh up the country’s commitments made to the WHO, and determine in a public manner, if they are for the benefit of the nation.
This is most urgent as they come into force in a matter of a few months.
