The Green Party Malaysia allege more dubious land deals in Selangor
Shah Alam Sports Complex Project – A repair and refurbish job, becomes an RM 1.5 billion hotel, commercial and shopping complex development
The legendary Shah Alam Stadium that has been allowed to fall into disrepair is being demolished to make way for a new stadium complex and shopping centre.
The Green Party of Malaysia (TGP) have received information from reliable sources that the demolition will involve the main football stadium, the indoor Malawati Stadium, the mini stadium (for football training) and Lawn Bowls complex. The original tender was to refurbish the stadium. However, the tenders appear to have been discarded for a directly negotiated JV company to commercially develop the Shah Alam Sports Complex site, adding a hotel, commercial and shopping complex, thus becoming an RM 1.5 billion project. According to Selangor Menteri Besar Amirudin Shari, Choice land for the same value will be swapped for the cost of the project.
The Green Party (PHM) sources provided a timeline behind the project and revealed that:
1) On 2013 the Selangor JKR during their first audit confirmed that the main Shah Alam Stadium and the Indoor Malawati Stadium were in good and intact condition and proposed for repair and refurbishment jobs amounting to RM196 million for both stadiums and at the same time The Shah Alam City Council (MBSA), the authority managing both stadiums have suggested the repairs cost at RM100milion only.
2) During 2016 MBSA submitted 5-6 repair proposals to the State Planning Unit (UPEN) for repair costing around RM100million
3) On 2017 MBSA requested to the State Secretary (SUK) for the first phase of repair works for the roof, electrical wiring, toilets and stadium’s spectator seats for funding. An allocation of RM50million was requested. 4) In 2018, the Department of Public Works (JKR) confirmed that the stadium’s structure was good condition and can last another 100 years. The JKR suggested “urgent” repairs for the stadium’s roof and electrical wiring amounting to not more than RM50million.
5) Fifteen companies submitted tenders to the Selangor State Government for repair and refurbishment works only, as requested by the tender. However, on July 15th 2022 MRCB Berhad (a “bumiputera” public listed corporate company) received Letter of Intent (LOI) from the State government, to demolish the existing structures and develop the land with a new sports complex, hotel, commercial and shopping complex. This was completely outside the terms of reference of the tender documents.
According to sources, PHM was given to understand that MRCB was awarded the contract to build a sports complex, hotel, shopping mall and commercial centre under one package, with a ‘land swap’ to compensate the cost of project since than State government “could not come out not a single cent” to finance the project.
PHM was told that the Regent of Selangor, Tengku Amis Shah Sultan Idris through his company, The Blueprint Projects Sdn Bhd (BRP), of which he is a 70% shareholder, had brought into MRCB, while the company undertook the ‘direct negotiation’ with the State government, where it was later given the LOI. It’s alleged that a company, BRP was later appointed to be the ‘anchor contractor’, with a joint venture arrangement with a Chinese company to complete the project.
6) The State government has made an official announcement that it has agreed for repair cost of RM787milion granted to MRCB Berhad. This is in stark contrast with cost of RM196milion previously proposed by JKR which include the repair of 2 the main stadium and the indoor stadium, rather than demolition.
7) On 26 Jan – 10 February, an exhibition been held at SACC Mall where the display model of the project was shown to the public and they expected the public to give their comments on the project. From the display model (see photo), we realized that they decided to demolish all the 3 stadiums and the lawn bowls complex to give way for a new sport complexes with hotel, shopping mall and commercial centre are planned. We have been told that a smaller stadium with capacity of 35,000 spectators is planned to replace the existing iconic 85,000 spectators filled Shah Alam stadium. However, a publicity form is hyping up the proposed development to gain public support. While the stadium is heavily promoted, the other aspects to the development are downplayed.
8) According to the official at the exhibition told PHM that cost of the whole projects come to estimated RM1.4billion to RM1.5bilion upon completion. However, neither MRCB nor the State government has made an official statement on the costing till to-date. A recent statement by the MB Amirudin Shari stated that he have been told that the Dato SUK (the of State Secretary) is negotiating with few parties is looking for a piece of land valued at par to the cost of the project in the so-called ‘land swap’ arrangement.
9) This clearly indicates that the MB Amirudin Shari has ignored the proposal by JKR for repairs cost of RM196million for both stadium situated side by side at current location, but instead decided to demolish them for a new one. The MB Amirudin Shari has preferred to go for RM1.4 Billion -RM1.5bilion complex project, with an arrangement of ‘Land Swap’ to compensate MRCB or maybe BRP for that matter.

10) Our argument (The Green Party) is …Why no Open tender ? It’s not fair 15 companies are invited to submit proposal to repair the stadium, but MRCB was granted the demolition job, plus construction of hotel, shopping mall and commercial centre.
11) The MB Amirudin Shari is repeating his ’modus operandi’ again, when previously in the Sg Klang Maritime Getaway project to widen and deepen the Klang River. Pieces of land with a size of 600 acres along the river was given to Berjaya group as ‘land swap’ for the project worth RM700 million. The police have investigated the issue and told the press that they have forwarded the report to MACC to handle.

Projek Kompleks Sukan Shah Alam- Bukan SATU tetapi EMPAT Stadium dirobohkan DAN JKR sah kan struktur Stadium kukuh untuk tempuh 100 tahun lagi.

Parti Hijau Malaysia (PHM) menerima maklumat bahawa pembinaan Kompleks Sukan Shah Alam bukan sekadar melibatkan ‘perobohan’ Stadium Utama (bolasepak), Stadium Tertutup Malawati, Stadium Mini dan kompleks gelanggang Lawn Bowl (Boling Padang) yang sedia ada di lokasi persekitaran Stadium Shah Alam.
Berdasarkan maklumat yang diterima PHM dari sumber-sumber yang boleh dipercayai mengatakan bahawa pada :-
1) Pada tahun 2013 , Audit (PERTAMA) telah dijalankan oleh pihak JKR Selangor yang telah mengesahkan bahawa Stadium Utama dan Stadium Tertutup Malawati dalam keadaan elok (intact) dan mencadangkan kos baikpulih sebanyak RM196juta bagi kedua-dua buah Stadium tersebut , dalam masa yang sama Majlis Bandaraya Shah Alam (MBSA) yang merupakan pihak pengurusan bagi kedua-dua Stadium tersebut telah membuat angaran kos baikpulih sebanyak RM100juta sahaja.
2) Pada tahun 2016 MBSA telah memberikan 5-6 cadangan baikpulih kepada UPEN dengan kos sekitar RM100juta sahaja.
3) Pada 2017 MBSA telah memohon kepada Dato’ SUK bagi mendapatkan peruntukan RM50juta untuk kerja-kerja baikpulih Fasa Pertama untuk baiki bumbung, pendawaian elektrik, tandas dan tempat duduk penuntun.
4) Pada tahun 2018 sebelum PRU 14, Audit (KEDUA) telah dibuat oleh JKR Selangor bagi kedua-dua Stadium tersebut dan mengesahkan bahawa struktur stadium kukuh untuk tempuh 100 tahun lagi dan mencadangkan pembaikan URGENT (segera) untuk bumbung dan pendawaian elektrik dengan kos kurang dari RM50juta.
Pada 15 Julai 2022 tahun lepas MRCB Berhad telah menerima Letter of Intent (LOI) dari Kerajaan Negeri dan dipercayai dipilih dari tapisan 15 buah syarikat dalam satu proses yang‘dikhabarkan’ ketat oleh pihak MBI/Kerajaan Negeri dalam satu projek perkongsian awam-swasta untuk projek tersebut.
Sumber memaklumkan PHM bahawa dari 15 syarikat yang memberikan cadangan masing-masing hanya MRCB sahaja mencadangkan roboh dan bina semula yang baru sedangkan 14 syarikat lagi mencadangkan untuk kerja baik pulih sahaja.
Parti Hijau Malaysia (PHM) meragui kaedah pemilihan MRCB sebagai Pemaju Projek kerana PHM mahu kepastian bahawa samaada 15 syarikat itu diberi Term Of Reference (TOR) yang sama yaitu sama ada hanya kerja-kerja baikpulih Stadium SAHAJA atau roboh dan bina semula bersekali dengan pembinaan hotel, pusat belibelah dan pusat komersial serta ditawarkan bersama TANAH GANTIAN (Land Swap) sekali??
Ketika itu Kerajaan Negeri bercadangkan membaik pulih Stadium Shah Alam itu dengan kos sebanyak RM787juta tetapi PHM menerima maklum dari sumber mengatakan pihak JKR Selangor telah menganggarkan kos baikpulih bernilai sekitar RM196 juta sahaja dengan kerja-kerja baikpulih juga melibatkan Stadium Tertutup Malawati yang terletak bersebelahan.
Satu pameran telah diadakan di SACC Mall, Shah Alam bermula 26 Januari – 10 Februari 2023 baru-baru dimana model showcase dipertuntunkan kepada orangramai dan orangramai diminta memberi maklumbalas.
Disana dari model tersebut, ianya jelaslah bahawa Kerajaan Negeri melalui MRCB bercadang untuk merobohkan kedua-dua Stadium Bola Shah Alam dan Stadium Tertutup Malawati bagi memberi laluan membina sebuah Stadium baru yang lebih kecil dan hanya boleh memuatkan 35 ribu orang penuntun berbanding Stadium sediaada boleh memuatkan kira-kira 85 ribu penuntun.
Kita juga dimaklumkan bahawa beberapa hotel, pusat membeli belah dan pusat komersial akan turun dibina sebagai pakej pelengkap kepada pembinaan apa yang dikenali sebagai Kompleks Sukan Shah Alam.
PHM dimaklumkan oleh Petugas-petugas di pameran tersebut bahawa kos projek keseluruhan Kompleks Sukan Shah Alam tersebut sekitar RM1.4 Bilion ke RM1.5Bilion.
PHM curiga bagaimana projek telah diserahkan kepada MRCB sejak tahun lepas lagi tetapi malangnya sampai sekarang pihak MRCB masih tidak dapat mengumumkan harga kos sebenar Komplek Stadium ini sebaliknya Dato’ SUK pula diminta mencarikan tanah gantian (land swap) setara dengan harga kos projek tersebut dan dijangka diumumkan selepas Hari Raya Aidil Fitri nanti.
PHM mempertikaikan kenapa pihak Kerajaan Negeri tidak mengambil kira cadangan pihak JKR Selangor yang mengatakan bahawa struktur Stadium masih kukuh untuk digunakan untuk tempuh lebih 100 tahun lagi dan mencadangkan kos baikpulih untuk kedua-dua stadium itu (iaitu Stadium Utama dan Stadium Tertutup Malawati tersebut) dengan harga kos sebanyak RM196 juta sahaja tetapi sebaliknya Kerajaan Negeri memilih untuk mengambil tindakan untuk meruntuhkan bukan hanya SATU sebaliknya DUA lagi stadium dan SATU kompleks Lawn Bowl (Boling Padang) yang terletak dipersekitaran stadium sedia ada.
Dukacita sebaliknya Kerajaan Negeri memilih untuk ‘gadai tanah’ ‘Land Swap’ bagi tampung kos pembinaan Kompleks Sukan tersebut yang bernilai RM1.4 – RM1.5 Bilion itu?
Kaedah ganti tanah (Land Swap) tanpa Tender Terbuka ini digunapakai oleh pimpinan Kerajaan Selangor sekarang melibat projek Komplek Sukan Shah Alam ini dan juga projek melebar dan mendalamkan Sungai Klang kebelakangan ini telah menimbulkan kontroversi dan presepsi negatif terhadap tahap ketelusan dan tata kelola serta urus tadbir yang baik oleh Kerajaan Negeri dan dipertikaikan oleh banyak pihak.

Politicians be damned. They are all corrupted. Cost of projects has no ceiling, the sky is the limit. Parliamentary Committee and the MACC should be involved and look into such projects.
