China doesn't actually.
"Overseas Chinese" are only those who are holders of Chinese citizenship and Chinese passport.
In Malaysia there are only about 350 families who are "Overseas Chinese". The rest (Chinese-Malaysians) are "of Chinese ancestry" to China and do not have any rights or entitlement in China (eg. a third off flight/rail tickets, hotel bills...) and our lovely ketuanan "supremacists" cannot deport their beloved "pendatangs" to China, and get told to fcuk off.
