whatever master-plan, given the better living standard of Penang, more people will want to stay, and it will get congested. That is the nature of better economic and higher standard of living. Everyone is going to keep bitching about the congestion, etc, but plan ahead with higher than expected population growth, while minimizing taxes, and support services like lower cost of transport for everyone. At the same time, better transparency to invite more master-planners to be involved, especially the European and Japanese, who has learnt the lesson. Malaysian companies will definitely use corruption to win any of the bids, etc without any regards for the population so make sure the politicians you choose will balance everything out for maximum benefits

Rgt50bil and most of it borrowed at 8% per year. Wouldnt that be about rgt4bil a year just to pay the interest?
Theres only 2mil penangites and notall will use the transport daily.
Assuming 200,000 people spend 5rgt daily, that is only rgt 1mil a day. If the train works for 365 days, at best it would be rgt300 mil a year.
Who would pay the rest of the rgt4bil interest per year?
Who would guarantee the principal amount when it matures?

Just build tram.its cheaper.use the availble road. Its much more scenic than tunnels.
Trams are 50 times cheaper than lrt.
It is cheaper to maintain.
